We are looking for an engaging and motivated Energy Analysis and Technical Support (EATS) engineer to take the lead for monitoring the performance of B&D Energy’s plant, assets, and opportunities.   The successful individual will work closely with the General Manager, Business Development Manager, Operations Manager, Technicians and external contractors to assess the performance of existing and future schemes within the Borough.

Reporting to the B&D General Manager, your key responsibilities will include:

To monitor and report on performance of all plant, focusing on our heat and electricity systems, helping customers, colleagues, and contractors, to ensure B&D Energy’s are used the best way possible.
To assist with proving reports to show that contractual, statutory, commercial, and managerial performance standards have been met.
Undertake data analysis and modelling of network data to identify trends, performance issues (particularly secondary network losses), recommendations for rectification, and advice on future opportunities.

BEIS’ Heat Network Delivery Unit – 2x Low Carbon Heat Project Managers

Summary


This is an exciting opportunity to join a diverse team of Low Carbon Heat Project Managers within the Heat Network Delivery Unit (HNDU) in the Department of Business, Energy & Industrial Strategy (BEIS). The primary role will be to provide guidance and support to help Local Authorities and other project sponsors to investigate and develop heat network projects. You will use your expertise in relation to low carbon energy and/or heat networks to act as a critical friend and provide the relevant support to these projects during the development process. You will also support the wider aims of the heat networks team, providing support to both our capital funding and policy teams when required.

COVID: Please note that due to the restrictions of COVID-19 all members of staff are currently working from home for the forseeable future. Outside of COVID-19 restrictions, these roles are UK wide with a flexible base location of either London, Birmingham or Manchester with flexible home working arrangements (including a mix of office based working and working from home).




Job description


The Government is committed to achieving net-zero by 2050. Meeting this legal commitment will require virtually all heat in buildings to be decarbonised, and heat in industry to be reduced to close to zero carbon emissions. Presently, heat is responsible for a third of the UK’s greenhouse gas emissions. Heat networks are a main pathway towards decarbonising heat. In the right circumstances, they can reduce bills, support local regeneration and can be an efficient way of reducing carbon emissions from heating. In this consultation we set out our proposals to drive forward low-carbon heat networks’ growth in a regulatory framework that protects consumers and ensures fair pricing.

The Heat Networks Delivery Unit (HNDU) was set up to provide project development funding and guidance primarily to local authorities to help them explore heat network opportunities but increasingly working with a wider range of potential project sponsors and developers. It has supported over 250 projects across 180+ local authorities, with Round 10 funding having just closed in December 2020.

In addition to the support provided by the Heat Networks Delivery Unit, BEIS have two other teams providing capital support and developing heat network policy.

BEIS have two main capital support programmes for heat networks - the Heat Networks Investment Project (HNIP) (2018-2022) and the Green Heat Networks Fund (GHNF) (2022-2025). These will provide over £1/2 bn capital investment into heat network projects over a space of 10 years. These schemes seek to increase the volume of heat networks being built, deliver carbon savings, and help create the conditions vital for a self-sustaining heat network market to develop. Key to the successful delivery of these aims is an ongoing need to ensure that heat networks that are delivered are technically, financially, and commercially optimised, are of high quality and offer high standards of service to customers with clear, reliable benefits. Projects supported by the Heat Networks Delivery Unit will form an meaningful part of the pipeline of projects coming forward for capital funding.

BEIS are supporting the development of self-sustaining market via policy and legislation. In 2020, the team outlined a series of measures to introduce legislation to the heat network market. These can be found in the 'Heat Networks: building a market framework" consultation. Later in 2020 we also announced that we'll be consulting on a Heat Network Zoning methodology in Spring 2021. HNDU provide guidance to the policy development teams working in these areas.

Accordingly HNDU are advertising for a new permanent Heat Network Project Managers to take up an exciting project support role to help meet the growing demand for the team’s services

As a Heat Network Project Manager your key responsibilities as currently envisaged are listed below, however you will also be expected to respond flexibly to changing work stream priorities both within the Heat Network Development Unit and more widely in BEIS:

• Use your skill sets and experience in low carbon energy and/or heat networks to provide guidance and support to local authorities (and other project sponsors) to develop heat network projects . Identify smarter ways of delivering support to maximise impact.

• Work with local authorities and other partners to identify new potential heat network opportunities that may benefit from guidance and funding support and assisting local authorities to progress suitable funding applications.

• Where assigned, act as the main project lead support for local authorities in England and Wales who have secured support including: responding to email and telephone queries; signposting to appropriate supporting resources; attending key project meetings; evaluating and critiquing procurement documentation for studies and project outputs including external consultancy studies. This may encompass relevant technical, financial and commercial aspects of heat networks development and delivery across the stages of energy mapping, master planning, feasibility, detailed project development and initial commercialisation although you do not necessarily need to be experienced in all of these aspects you will be expected to determine when complimentary skills within wider HNDU are needed on your projects

• Assist with the work of other project leads to ensure the team can respond to resourcing demands as efficiently as possible.

• Lead on or assisting with the development and delivery of relevant local authority and engagement events and activities.

• Leading on or assisting with the development and commissioning of future research activities and evaluation of outputs. This may be in collaboration with our capital support and policy development teams.

• Disseminating information to colleagues and external partners including through guidance documents, briefing notes, presenting at internal meetings and wider conferences and events.

• Raise awareness of strategic context and implications of the team's work and pro-actively seek out and raise opportunities where this could have a wider helpful impact beyond the team, and engage with the wider Heat and Business Energy Directorate, BEIS and other Government Departments.

• Depending on the organisational structure of the team, there may be line management responsibility of other staff members.
Responsibilities
As a Heat Networks Project Manager you will have demonstrable experience within the energy sector. This could come from technical, commercial or other roles, and from private or public sector organisations. You will have a broad understanding and appreciation of the technical OR commercial OR legal elements of energy projects.

In addition, you will have:

- Excellent communication and relationship management skills, and the ability to influence senior decision makers;

- Project / programme management skills, being highly organised and able to manage a portfolio of projects;

- Good critical thinking ability, numeracy, and the ability to describe complex projects to a non-technical audience; and

- Initiative and ability to pick up and develop projects unsupervised.

Essential:

Experience of developing or commissioning or delivering or operating energy projects.

Desirable:

Experience of financial modelling, contracts, procurement and effective corporate structuring in relation to heat networks.

Technical Skills

You will be assessed on the following technical skills at sift and/or interview:
