In the area of district energy, we provide independent advice and expertise to public bodies, local authorities and developers that want to implement projects based on low carbon heating.

We support projects through each stage of the development process, from concept through business case development to delivery, acting as both project manager and delivery consultant. Carbon Trust is one of the UK’s leading advisors on district heating and cooling (DHC), with a long track record of supporting schemes through the development cycle to financial close. We have provided input to more than 70 local authority-led schemes since 2012. We also work internationally, most notably on district cooling assessments in India and Malaysia. Project management

We deliver hands-on project management, supporting our clients to drive projects through the development cycle, ranging from a ‘critical friend’ role, through to seconded project management throughout the detailed project development (DPD) process. We take responsibility for the development of outline business cases (OBC), full business cases (FBC), project reporting, stakeholder engagement and the procurement and management of contractors.

Stakeholder engagement

We engage with your key internal and external stakeholders to secure buy-in and reduce project risk, using our best practice approach which has been tested and modified across many successful projects.

Financial modelling

We help to develop financing solutions tailored to each project. These are underpinned by robust, easy-to-use financial models that aid decision-making and commercial negotiations. We support our clients to secure capital funding through grants and low-cost loans. We also advise on business models, procurement routes and governance structures.

Commercial/Procurement Advice

We provide commercial advice, for example, helping clients to agree heat sales prices with potential customers and agree terms for the bulk heat purchase agreements. We support local authorities and their procurement teams to run effective procurement exercises which ensure the most economically advantageous solutions are reached.

Planning policy

We advise on the design and use of planning policy to enable the long-term growth of DHC infrastructure. This includes policy advice, drafting and amending policies, training planners on policy implementation, supporting in energy statement evaluations and developer negotiations.

Technical advice

We deliver techno-economic assessments to compare options and understand the viability of DHC schemes. We also provide technical quality assurance of outputs from technical consultants throughout the project lifecycle.

Verification of carbon savings

Our Certified Measurement & Verification Professionals (CMVP) assess and verify the energy and carbon savings from existing and planned DHC schemes, providing our clients with independent assurance of network performance.
